Strategic and operational objectives

The structure of the Development Strategy of the City of Toruń contains 4 strategic objectives, which include all areas of life: community, economy, education, tourism and culture, that is:

Strategic objective 1.
Toruń, a safe city of an active and healthy community
Operational goals:
1.1   Development of numerous and active non-governmental organizations and their activity
1.2   Activating and integrating groups threatened by social exclusion
1.3   Supporting the disabled in social and vocational integration
1.4   Improving the technical condition and fittings of municipal, public health care centres
1.5   Development of school and qualified sport, as well as municipal recreation
1.6   Improving safety and public order in the city

Strategic objective 2.
Toruń, strong with a modern economy based on innovative enterprises, developing technical infrastructure for the purposes of residents, economy and tourists
Operational goals:
2.1   Development of local institutions of the business circles
2.2   Economic promotion of Toruń – acquiring investors actively
2.3   Support for innovative activities for the benefit of economy based on knowledge
2.4   Improving the condition of the environment within the city
2.5   Improving communication conditions in the spatial setting of the city
2.6   Development of housing estates

Strategic objective 3.
Toruń, a city of education, an academic centre of international standing
Operational goals:
3.1 Strengthening the position of Toruń as a regional youth education centre
3.2 Increasing the quality of the provided education services at the level of nurseries, primary schools junior high schools and life-long learning
3.3 Shaping an international character of the University
3.4 Toruń, a city of international meetings of scientists

Strategic objective 4.
Toruń, a city protecting cultural heritage and developing cultural zone and tourist economy
Operational goals:
4.1   Strengthening institutional activities within culture
4.2   Strengthening and expanding the cultural offer of the city
4.3   Renovating historical monuments and degraded areas
4.4   Development of the brand and competitive tourist products
4.5   Preparation of social basis for the development of tourism in Toruń
4.6   Toruń, a city of international meetings of businessmen

The aforementioned strategic objectives, due to their comprehensive nature, were divided into particular operational goals. Moreover, each operational goal was also described as to their expected results, main partners and priority instruments in realizing the goal.
