Assessment of the Strategy realization | www.torun.pl

Assessment of the Strategy realization (evaluation) will be conducted no less than once in three years. Its purpose will be to assess whether the implementation of the Strategy through operational programmes and particular projects is realized in accordance with the provisions adopted in the Strategy.

The evaluation analysis will also concern the task programming procedures (also, for annual budgets) in the context of complying with the Strategy. It may be recognized that each project submitted for financing or joint financing from the Commune budget will be justified in the provisions of the Strategy. This principle should also be adopted for the resolutions that carry financial results.

The analysis will be conducted based on the methodology of the entity conducting the evaluation, which shall then perform the analysis and submit the report to the President and the Council of the City of Toruń. The evaluation system of the Strategy will strive to assess the system of implementation. Evaluation will be held directly by means of evaluation tests and evaluation of the documentation “as is”, including operational programmes. The task of the evaluating entity will comprise reading them and determining whether their provisions were implemented in accordance with the provisions of the Strategy.
